Development is about transforming institutions – the cultural values, legal frameworks, informal arrangements, market mechanisms and political processes that perpetuate inequality, overlook market externalities and constrain economic progress. If aid is failing, as some argue, it has much to do with agencies misunderstanding institutions and how they change.
