Shaping local climate policies – a review of experience

Author: Ryan, D.
Publication date: 2014

This short literature review provides initial reflections on conditions shaping climate policy at the city level in developing countries. The key message is that a city needs the following in order to effectively advance climate compatible development:

  • local government capacity (including legal competance, funding, human resources, technical expertise and information)
  • problem framing (including commitment and engagement, and a strong case for action)
  • political factors and actors (including a local leader, a history of activism and connection to networks of best practice)
